16b3e946e7 build: 更新 Python 版本并添加项目配置 
- 将 Python 版本从 3.13.3 降级到3.12.9
- 新增 .gitignore 文件，忽略日志和编译缓存等文件
- 删除空的 __init__.py 文件
- 更新 app/core/config.py 中的配置项
